Assistant Chief Engineer for Maintenance- Steve Frisbee

The Assistant Chief Engineer for Maintenance oversees the divisions of Construction, Maintenance, and Materials, as well as the ten highway districts around the state. The Materials Division is responsible for all testing performed to ensure the quality of materials used in highway construction and maintenance. The ten highway districts supervise maintenance and construction activities in their assigned counties.

Steve Frisbee is the Department’s Assistant Chief Engineer for Operations. Steve worked four summers as an Engineering Student Intern prior to being hired in January 1997 as a Civil Engineer I at Resident Engineer Office #34 in Texarkana. After following the typical engineering career path, he became Assistant Resident Engineer in October 2001 and promoted to Resident Engineer the following year. Steve became the District 1 Construction Engineer in August 2008 and promoted to District 3 Engineer in July 2013. In April 2020, Steve promoted to the Division Head of Transportation Planning and Policy. In April 2021, he became the Assistant Chief Engineer for Operations.

Steve has a bachelor’s degree in civil engineering from the University of Arkansas at Fayetteville.  He is a Registered Professional Engineer.
