Chief Engineer for Operations – Rex Vines

The Chief Engineer for Operations oversees all engineering activities for the Department.  Reporting to the Chief Engineer for Operations are the Assistant Chief Engineers for Construction and Maintenance. This position also assists in public and intergovernmental activities.

Rex has a bachelor’s degree in engineering with emphasis in civil engineering from Arkansas State University. He is a Registered Professional Engineer. 

Rex’s career with the Department began in 1993 as a Civil Engineering Technician in the Wynne Resident Engineer Office. He followed the engineering career path until obtaining the Assistant Resident Engineer position in Texarkana in 2000. The following year, Rex promoted to Resident Engineer in Osceola. He advanced to District Construction Engineer in August 2004, to District Maintenance Engineer in June 2008, and to District Engineer in Wynne in August 2014. In March 2019, he promoted to the position of Assistant Chief Engineer for Operations. In April 2021, he promoted to the position of Deputy Director and Chief Engineer. He was named the Chief Engineer for Operations in April 2023.
