The Assistant Chief for Administration oversees five divisions. The Equipment & Procurement, Fiscal Services, Governmental Relations, Information Technology and the Human Resources Division, all of which perform specialized activities supporting Department operations.
Mr. Kevin Thornton began his employment with the Arkansas Department of Transportation during the summer of 1985 as a summer employee. Following graduation from the University of Arkansas at Fayetteville in January 1986 with a Bachelor’s Degree in Civil Engineering, he began working full time in the Roadway Design Division. In 1987, he transferred to the Construction Division where he held various titles. In 2011, he transferred to the Programs and Contracts Division where he ultimately obtained the title of Division Head. In November 2014, he became the Department’s Assistant Chief Engineer – Planning. He was named the Assistant Chief for Administration in March 2020. He is a registered Professional Engineer and is a member of the Arkansas Academy of Civil Engineering.
